Yes, with a permit. Queenstown Gardens and Wānaka Station Park take up to 40 guests. Marquees, archways and confetti are not allowed, and no wedding function may be held there (QLDC guidelines, September 2025).

What does a back-up venue need?

It needs to be named on your marriage licence application, because the ceremony can only happen at a place listed on it (govt.nz).
